ICE Information Systems Panel (ISP)

The ISP was driven to ensure effective communication between IT professionals and Construction Industry professionals. It acts as a channel to provide the backbone to support the industry’s work through information and knowledge transfer within and across projects and organisations.

Aim and Objectives

  • To engender an understanding within the ICE membership that ICT is an enabler not a solution and hence people, process and technology factors will require their input for successful solution deployment.
  • To create and maintain access to a breadth and depth of expertise drawn from the ICT and Construction Industries.
  • To endeavour to reduce duplication of activities within this area in the industry whilst ensuring the ICE membership’s views and requirements are well represented.

Mission Statement

“To ensure the delivery of a valuable service to the ICE membership through the provision and development of Information Systems Knowledge to help address relevant, contemporary issues”.

Key Activities (including outputs produced to date)

  • A number of briefing sheets each year (e.g. Background Guide to GPS and GNSS, value of asset information to the asset owner, gaining ICE membership based on IT experience).
  • Representation on, and input to, relevant industry bodies/working parties (e.g. the BS Committee for BS 1192 part 5; guide for structuring and exchange of CAD data).
  • Touring presentation; “From Brunel to Broadband” to regional ICE groups primarily to aid graduates and students meet development objectives D1 and D2.
  • Management of a working party; “Information management for major projects” which brought together representatives from previous major projects (e.g. CTRL and T5) with current major project representatives (e.g. Crossrail and London 2012) to ensure knowledge is grown rather than reinvented.
  • Instigation of a working party; “Uniting Construction Information Technology (UCI)” which brings together representatives from all of the IT in construction bodies (e.g. Construct IT, Information Technology Construction Forum (ITCF), Construction Industry Computing Association (CICA) and others to ensure collaboration and avoid duplication.

The Business Model

  • Business Operational Model: ISP will be formed of at least six people; one representative from each stakeholder group (academia, client, consultant, contractor, ICT supplier and government). The six stakeholder groups represent the community of experts. The ISP works as a conduit between the community of experts and the communities of interest. The later one includes input from seven groups (ICE members, knowledge panels, MBEKTN, UCI member base, Emap IT Directors Club, Constructing Excellence Regional Clubs and National platform) that can feed take their requirements and needs to the ISP who will get the expertise required from the Community of experts.
  • Funding Mechanisms: There is a contribution through the ICE membership as the engineering budget is filtered to all the ICE groups; however the ISP members contribute in kind.
